like i couldnt open it… is there some kind of quest to get an item to open it? or have a requirement?

Can get a quest in Brutus on Great crossroads in the entrance of nilgarf
Talk to Brutus to get the quest then complete the quest. Then talk to the City Guard Captain to obtain the questline. Complete the first quest then talk to him again to get the second quest, he’ll give you the key to open the wooden door called Locked Crypt in the Sewers. Inside there is Jecklin Von Hein, who is a vampire that you can choose a decision to attack against or help. You can get equipment reward if you complete the decision quest, like Adventurer-class T5 Vampire Mantle if you choose to help.
